On July 31, in the Sergeli district of Tashkent city, during the payment of material assistance allocated by the decree of the President of Uzbekistan to support the population during the coronavirus pandemic, a conflict occurred between members of the mahalla committee and citizens. Residents of the Sergeli district stated that the makhalla committee gives material aid not to those in need, but to their friends. Ozodlik’s sources report that a similar situation occurred in the Khorezm region. On August 1, the Ministry of Mahalla and Family Affairs announced that cases in Tashkent and Khorezm were taken under special control and the perpetrators would be punished.
Conflict in the Sergeli district
On July 31, a conflict occurred in the “Humo” mahalla of the Sergeli district of the city of Tashkent during the payment of material assistance to citizens in need.
The video, made at the scene of the incident and sent to the editorial office of Ozodlik, captures the conflict between members of the makhalla committee and residents of the makhalla, and how law enforcement officers are trying to separate the conflicting ones.

In the video, residents of the Sergeli region say that the makhalla committee does not pay material assistance to those in need.
One of the residents of the Sergeli region, raising children with disabilities, says that the employees of the mahalla committee recommend that residents who come for material help take loans from the bank.

As reported by the online edition Kun.uzDeputy Prime Minister – Minister of Economic Development and Poverty Reduction of the Republic Jamshid Kuchkarov, Minister of Mahalla and Family Affairs Rakhmat Mamatov and Mayor of Tashkent Jakhongir Artykhodjaev met with the conflicting residents near the administration building of the Sergeli district.
As a result of the meeting, the officials promised the residents of the Sergeli district to reconsider the issue of payment of material assistance. The mayor of Tashkent instructed the residents themselves, headed by the house committees, to form lists of those in need within one to one and a half days.
Complaint from Khorezm
The day before, a video was circulated in the Uzbek segment of social networks, in which its author talks about the offenses that occur when paying material assistance to those in need in the Khorezm region.
“This is 700 thousand soums (70 dollars). Initially, each envelope did indeed contain financial aid in the amount of 1 million soums ($ 100). But when the people who received this material aid opened their envelopes, representatives of the mahalla committee and the administration told them: “Each of you must leave us 300 sums of this money, or next time we will not include you in the list of citizens in need of material assistance”, – says the author of the video.
On August 1, at a briefing at the Agency for Information and Mass Communications, the representative of the Ministry for Support of Mahalla and Family Akhror Gulomov said that the ministry, together with the Ministry of Internal Affairs, took under special control the cases that occurred in the Sergeli district of Tashkent and the Khorezm region.
“Our ministry is aware of the cases that occurred in Khorezm and the Sergeli district of Tashkent. These cases are taken under the special control of the Ministry for Support of Mahalla and Family and the Ministry of Internal Affairs. There is no cause for concern. Both cases are being studied. If the facts of violation of the law are confirmed, then all the necessary measures will be taken against the perpetrators, ”Akhror Gulomov, a representative of the Ministry for Support of the Mahalla and Family, promised at a briefing.
Helping those in need
Recall that on July 30 of this year, the President of Uzbekistan Shavkat Mirziyayev signed a decree “On additional measures to provide material support to segments of the population in need of assistance and social protection during the coronavirus pandemic.”
According to the document, one-time material assistance will be allocated from the republican budget to over 400 thousand families, whose members are more than 1.7 million people.
In addition, to support 150 thousand needy families, the authorities promised to send 150 billion soums (more than 14 million 700 thousand dollars) from the Kindness and Support Fund in connection with the holiday of Kurban Khayit (1 million soums or 100 dollars for a family).
