The first meeting of the trilateral working group on the development of cooperation in the field of transport and communications between Afghanistan, Turkmenistan and Azerbaijan was held with the participation of high-ranking leaders of these countries in the format of a video conference. At the meeting of the working group, as a first step for the practical implementation of the project initiated by President Gurbanguly Berdimuhamedov, the possibility of creating a structure coordinating logistics activities in the trilateral format Afghanistan-Turkmenistan-Azerbaijan was considered, its organizational and legal form was discussed.
The parties also exchanged views on pricing policy for the transportation of goods along this route, the basis of which should be the desire to create optimal economic and financial conditions, equal for all participants in the partnership in the transport sector.
In order to regularly analyze the market for international freight transport, competitive tariffs and charges, it was proposed to form a working group of responsible representatives of the administrations of the areas of rail, road, sea and air transport of the three countries.
The videoconference participants also considered possible mechanisms for providing each other with various benefits – a decrease in transit tariffs, exemption from payment for certain types of services when storing goods.
The agenda of the meeting also included the issue of preparing a digital atlas of the Afghanistan-Turkmenistan-Azerbaijan route. Currently, the agency “Türkmenawtoulaglary” is working on the digitalization of vehicles by installing GPS trackers on cars and trucks to provide information about their geolocation, technical condition, and fuel consumption.
The participants in the meeting of the working group also considered issues of interaction in the field of telecommunications. Currently, our country is carrying out two important projects – the construction of a fiber-optic communication line along the Turkmenistan-Afghanistan-Pakistan route and a fiber-optic cable communication line between Turkmenistan and Azerbaijan along the Turkmenbashi-Siazan route along the bottom of the Caspian Sea.
