September 30, Friday, after the signing of agreements on the entry of the DPR, LPR, Zaporozhye and Kherson regions into the Russian Federation, President Vladimir Vladimirovich Putin will make a statement. On Friday, the authorities planned to hold a rally-concert on Red Square – according to TASS, “in support of the results of the referendums on the entry of the DPR, LPR, Zaporozhye and Kherson regions into Russia.” Vladimir Putin is expected to attend this event.

On Friday, September 30, the Kremlin will host a ceremony of signing agreements on the entry of new territories into Russia. The procedure will take place in the Grand Kremlin Palace, in the St. George Hall: it is scheduled to start at 15:00 Moscow time.
The ceremony will be attended by the Russian president and parliamentarians. Kremlin spokesman Dmitry Peskov said that Russia would include four regions – the Donetsk and Luhansk People’s Republics (DPR and LPR), as well as the Kherson and Zaporozhye regions.
“All four that held referendums and made a corresponding request to the Russian side,” Peskov stressed.
The presidential press secretary specified that the agreements on the entry of new entities into Russia would be signed before these issues were considered by the Federation Council. In addition, on September 30, Putin will meet with the heads of the liberated regions.
From September 23 to September 27, referendums were held in the DPR and LPR, in the Kherson region and in the liberated territories of the Zaporozhye region on joining the regions to Russia. According to the results of the voting, 98.42 percent of residents in the LPR were in favor of joining, 99.23 percent in the DPR, 87.05 percent in the Kherson region, and 93.11 percent in the Zaporozhye region.
Four new constituent entities of Russia can be united into a federal district, said Sergei Tsekov, a member of the Federation Council. At the same time, he stressed that he did not know what name would be given to the subject.
“It seems to me that the options are different,” the senator said.
According to the Vedomosti newspaper, the former head of Roskosmos, Dmitry Rogozin, may head the district. He denied the information that appeared in the media about his alleged refusal from the post.
“In this terrible time for our country, I am ready to fulfill any task that the Motherland sets,” Rogozin emphasized.
Accession procedure to Russia
Already on October 4, the Federation Council may consider laws on the entry of new subjects into Russia on October 4, said Andrey Klishas, head of the constitutional committee of the Federation Council.
Vice Speaker of the State Duma Vyacheslav Volodin announced an unscheduled meeting of the lower house of parliament on October 3. According to Volodin, plenary sessions will be held on October 3 and 4.
“Today, in the context of a special military operation and referendums in the Donbass, saving people in all territories, namely saving people in all territories where this referendum is being held, all this is at the forefront and is the center of attention of our entire society, the entire country,” said Vladimir Putin.
Klishas stressed that if the State Duma considers the necessary laws, the Federation Council can include them on the agenda of the meeting on October 4 and consider them.
