A Single Window System for Registration of Foreign Trade Procedures Launched in Tajikistan

The official launch of the Single Window for registration of export, import and transit procedures took place today, September 1, in Dushanbe, the country’s Ministry of Economic Development and Trade reported.

The launch ceremony took place with the participation of the First Deputy Prime Minister of the Republic Davlatali Said, heads of relevant ministries and departments, as well as representatives of the private sector.

To manage this system, the State Unitary Enterprise “Single Window Center” was established under the Government’s Customs Service.

The system assumes the transition of office work in the registration of export, import and transit procedures from paper to electronic media.

The system provides access to 22 permits from 11 government agencies and organizations.

The Concept for the formation of a “Single Window” states that the country has a complex, partially duplicated state licensing system for export-import operations. Participants in international trade in order to comply with the customs legislation of the republic are forced to provide a large number of various documents and information to government agencies.

The document says that often government agencies set their own rules and put forward their own conditions, which increases the material costs of importers and exporters. As a result, they are passed on to end users by the high cost of goods and services.

In order to simplify foreign trade and reduce the costs of importers and exporters, it was decided to introduce a Single Window mechanism.

The “Single Window” system is designed to speed up and simplify the exchange of information between the involved bodies and subjects of foreign economic activity, in the process of registration of export-import and transit operations.
