Measures have been identified to reduce bureaucratic barriers


According to the Decree of the President of the Republic of Uzbekistan dated March 23, 2021 “On additional measures to create more favorable conditions for the population and businesses to use public services, to reduce bureaucratic barriers”

Regardless of the place of permanent (temporary) registration of citizens, registration of acts of civil status, medical examination of spouses and registration of biometric passports of departure are carried out on an extraterritorial basis;

In the implementation of notarial acts, all information related to the civil status records is obtained by notaries independently through the information system “Single Electronic Archive of the Civil Registry Office” without requiring excessive information from citizens;

Legal entities that are a business entity are allowed to make a payment in cash by their representative in the payment of fees and state duties established for the use of public services;

The following shall be returned in a simplified manner within one business day at the expense of the extra-budgetary funds of the Agency for Public Services (hereinafter – the Agency):

a) overpaid payments by individuals and legal entities for the use of services through public service centers;

b) the amount of surcharges paid for the provision of public services in an expedited manner (if not provided in an expedited manner);

the following:

a) the accreditation of a representative of a foreign trade organization in the territory of Uzbekistan to require a certificate of human immunodeficiency virus is abolished;

b) the procedure for issuing duplicates of documents issued as a result of the provision of public services by issuing a QR-code (matrix barcode). In this case, these documents will be received in electronic form free of charge through the EITI in unlimited quantities;

c) the practice of sending copies of reports and submitting reports to the state statistics bodies by the civil registry offices shall be abolished;

Law enforcement agencies, the Antimonopoly Committee and the State Assets Management Agency will stop requesting information on business entities from the Agency and public service centers.

Also, from June 1, 2021, government agencies, business associations, local executive authorities, government agencies and institutions from the population, including business entities:

a) the requirement to provide documents confirming the following facts:

whether or not he is on the mental health dispensary and narcology dispensary;

conviction, whether or not the citizen has a personal home, tax debt;

housing-information information;

area of ​​residence;

registration of taxpayers in the state tax service;

the amount of pensions and allowances;

whether or not the pension is included in the list of recipients;

whether the marriage is registered, unmarried or divorced;

b) the requirement to submit the following documents:

a copy of an identity document;

a photograph of the person in the prescribed form;

references of medical and social expert commissions;

employment records and their copies (except in cases when it is not possible to obtain this document in the process of awarding pensions to citizens through a set of instructions and hardware of the “Single National Labor System”);

archival certificates confirming salary and length of service, higher and secondary special education (if it is not possible to obtain this document in the process of awarding pensions to citizens through the “Single National Labor System”);

cadastral documents and copies thereof.

In this case, government agencies and organizations independently provide the documents and information provided for in this paragraph in the provision of public services to individuals, the recruitment process and the implementation of other administrative procedures, including the electronic platform he asks. Requiring a document or information is a violation of the requirements of the legislation in the field of public services.

From May 1, 2021, it will be possible to receive an application form for registration of a biometric passport for travel abroad and payment of state duties electronically through the SDPP.

From June 1, 2021, the issuance of identification ID-cards to persons over 16 years of age will be carried out simultaneously with the registration of them in the state tax service as taxpayers and registration in the pension system.

From July 1, 2021, the tax authorities will continue to keep records of taxpayers using the personal identification number of the individual, with the personal identification number (PIN) of all individuals, except for all government, banking, social and other services. The provision of public services for the issuance of taxpayer identification numbers and registration of citizens in the accumulative pension system will be abolished.

The following has been confirmed:

List of government agencies and organizations responsible for the provision of certain types of information and documents in electronic form, using the system of “e-government” interagency integration platform;

From May 1, 2021, the list of public services, the results of which are provided by mail at the request of citizens and businesses;

“Roadmap” for the simplification and optimization of procedures for the provision of certain types of public services.
